Chairman of the CSIJRI Governing Council
Professor Lam Khin Yong oversees and drives industry partnerships in Nanyang Technological University Singapore as its first Vice President (Industry). Previously, as Senior Vice President (Research) (2014 – 2022), he guides NTU’s university-wide research and its implementation.
In his role as NTU's Senior Vice President (Research) and currently as Vice President (Industry), he plays a strategic role in growing NTU's link to industry through the various Corporate and Joint Labs including HP Inc., Rolls-Royce, Continental, Singtel, GlobalFoundries, and others.
Prof Lam has held many research/academic leadership appointments at the National University of Singapore (NUS), the Agency for Science Technology and Research (A*STAR) and NTU. Before joining NTU, he was the Founding Director of the NUS Centre for Computational Mechanics and the NUS-MINDEF Underwater Shock Laboratory, Programme Director of the IHPC-MINDEF High Performance Computing Centre, Founding Executive Director of the Institute of High Performance Computing and Founding Executive Director of the Agency for Science, Technology and Research (A*STAR) Graduate Academy. He is the Co-Chair for the Advanced Remanufacturing and Technology Centre Steering Board.
As a scholar and researcher, Professor Lam has research output of over 300 papers in international refereed journals with a citation count of over 12,000 and H-index of 58. His research area is mainly in computational mechanics. He is also a fellow of the Academy of Engineering Singapore.
Professor Lam is the recipient of many prestigious accolades. He was also awarded the French Legion of Honour (Chevalier de la Légion d'Honneur) in 2017 in recognition of his contributions in nurturing academic and industry collaborations for NTU that have strengthened bilateral relations between France and Singapore. Other accolades include the Shandong University Honorary Professorship, the South China University of Technology Honorary Professorship and the University of Science and Technology of China Guest Professorship.
In 2018, he received the prestigious Singapore President's Science and Technology Medal which is awarded to outstanding individuals who have made a distinguished contribution to the development of Singapore through the promotion and management of R&D. He had also received the Singapore Distinguished Service Award from the National Supercomputing Centre Singapore (NSCC Singapore) for his long-term service and contribution to High Performance Computing. He was also the first academic to lead a research team which was awarded the National Defence Technology Prize.
He chairs various steering and governance committees which include the HP-NTU Corporate Lab Governing Board, the Rolls-Royce@NTU Corporate Lab Governing Board as well as the SCALE@NTU Governing Board (Singtel). He is also the Chairman of the China-Singapore International Joint Research Institute at Guangzhou Knowledge City and an Authority Member of the Civil Aviation Authority of Singapore (CAAS), among others.
He obtained his BSc with First Class Honours in Mechanical Engineering from Imperial College London and his Master's and PhD from the Massachusetts Institute of Technology. He also attended the Advanced Management Programme at the Harvard Business School.
CSIJRI President and Member of CSIJRI Governing Council
Professor Xu Yong, currently the Vice President of SCUT, holds numerous prestigious positions, including Senior Member of IEEE, Senior Member of ACM, and Outstanding Member of the China Computer Federation (CCF). Additionally, he serves as the Chair of the CCF Guangzhou Branch and directs the Guangdong Data Processing and Analytics Technologies Research Centre. He is recognized as a distinguished educator under Guangdong's Special Support Initiative and is a provincial candidate for Guangdong's 1,000-100-10 Project.
At SCUT, Prof Xu leads the Visual and Service Computing research team, focusing on artificial intelligence, big data, computer vision, pattern recognition, and image processing. His scholarly contributions include 161 research papers, notably 35 JCR Zone 1 papers and 27 CCF Class A academic papers. His accolades include second place in the Guangdong Sci & Tech Progress Award in 2019 and 2005, first prize in the Guangdong Computer Federation Sci & Tech Award in 2018 and 2015, and two first prizes in the Guangdong Computer Federation Outstanding Paper Award in 2016.
Prof Xu's mentorship has also fostered success in student competitions, notably securing gold medals in both the industry track of the 7th China International "Internet+" University Students' Innovation and Entrepreneurship Competition and the international track of this event.
Member of the Governing Council
Mr. Ang Boon Peng is Senior Vice President at CSGKC Investment & Development Co. Ltd. He is responsible for integrating domestic and international resources, leading strategic initiatives, and guiding the company toward its vision of becoming a global knowledge and innovation hub. He oversees a diverse portfolio, which includes planning and developing intelligent and eco-conscious cities, implementing educational programs, enhancing social management, driving research and innovation, providing healthcare services, fostering a business-friendly environment, and cultivating intellectual property ecosystems.
With over 20 years of experience in government relations and business development, Mr. Ang has extensively collaborated with public sectors and business communities to cultivate platforms and initiatives of significant bilateral importance. Before 2013, he served as a Singapore diplomat in Beijing for seven years, where he spearheaded the formulation and promotion of numerous projects between China and Singapore.
Mr. Ang graduated from Peking University's Department of Chinese Language and Literature. He was among the first recipients of government scholarships following the establishment of diplomatic ties between China and Singapore. In 2015, he was awarded the Lien Ying Chow Legacy Fellowship for his remarkable achievements in bridging the two countries.
Senior Vice President
Professor Chan is the Fellow of Academy of Engineering, Singapore and President's Chair in Energy. He obtained his PhD from Imperial College London and is a Professor in the School of Mechanical & Aerospace Engineering. He leads the hydrogen and fuel cell research in Nanyang Technological University. Dr Chan is one of the founding members and a Co-Director of the Energy Research Institute @ NTU (ERI@N). He is also the Vice Director of China-Singapore International Joint Research Institute in Guangzhou Knowledge City, China. Prof Chan is a Director of Maz Energy Pte Ltd and Xin Xiang (Guangzhou) Hydrogen Technologies Co., Ltd. He is a consultant to Total SA and had served as a member of Advisory Board to NTU President and Provost, Management Board of Energy Studies Institute, Advisory Board of Horizon Fuel Cell Technologies, Sino-Singapore Guangzhou Knowledge City Think Tank, etc.
Funded by UK's Royal Armament Research and Development Establishment, Dr Chan's PhD research was inclined to Heavy-Duty Internal Combustion Engines, but he extended his interest to hydrogen and fuel cells since 1997. He was the Organizer/Conference Chair of 1st World Hydrogen Technologies Convention, Singapore in 2005 and Conference Chair of HYPOTHESIS XIII in 2018. From 2006 to 2008, he held a joint appointment with A*Star as Director of SERC Fuel Cell Program leading a team of more than 100 people from 4 A*Star Institute working with Rolls Royce Fuel Cell System. Prof Chan was also a Principal Investigator in Singapore-Peking University Research Centre for A Sustainable Low Carbon Future funded by National Research Foundation in 2011-2016. His research has gained him a number of recognitions, which include George-Stephenson Medal from UK IMechE in 2000, Scientific Achievement Award from International Association of Hydrogen Energy, USA in 2007, "World's Most Influential Scientific Minds" award from Thomson Reuters in 2014, Nanyang Award (Research Excellence) in recognition of outstanding contribution in scientific knowledge on a global scale through novel research breakthrough in 2014, Nanyang Award (Innovation and Entrepreneurship) in 2017, "Star of Innovation Talent" in 2018 from Guangzhou Government. He is the editorial board member of Fuel Cells, Journal of Power Technologies, Energy Conversion and Management and International Journal of Energy Research. He has published 267 refereed journal papers with more than 13,000 citation counts and h-index of 58. Prof Chan has been teaching Thermodynamics course since 1991 and awarded "Teacher-of-the-Year" in 2000.
Senior Vice President
Mr. Xie Xinghua is an economist with a Master of Science degree from the Guangzhou Institute of Geochemistry, Chinese Academy of Sciences (GIGCAS). He joined the Science and Technology Division at the South China University of Technology (SCUT) in 2005, where he specialized in science and technology management and enterprise innovation. From 2008 to 2012, he was seconded to the Department of Science and Technology of Guangdong Province. Additionally, he served as the director of SCUT Capital Management Co., Ltd.
Vice President
Dr. Gu Haiwen earned his PhD from the Institute of Chemistry, Chinese Academy of Sciences (ICCAS) in 2004, followed by a postdoctoral research position at the University of Sherbrooke, Canada. In 2006, he began his research in materials science at NTU and NUS, continuing until 2012, when he joined the Institute of Materials Research and Engineering (IMRE) at A*STAR. His work focuses on polymeric nanocomposites, elastomers, and non-destructive analysis technologies, and he holds several international patents with successful commercialization cases.
In 2017, after completing his master's degree in the NTU TIP program, Dr Gu was appointed Deputy Head of the Industry Development Office at IMRE, A*STAR. From 2017 to 2020, he coached the Singapore team in the Chunhui Cup International College Students' Innovation and Entrepreneurship Competition, co-sponsored by China's Ministry of Education and Ministry of Science and Technology.
Currently, Dr. Gu is a member of the Materials Research Society of Singapore (MRS-S), the Singapore National Institute of Chemistry (SNIC), and the American Concrete Institute (ACI). He also serves as an expert in the Guangzhou Development Zone IP Association and as an adviser of the Advisory Committee of the Western Returned Scholars' Headquarters.
